  • Taiwan Election Watch: DPP’s Nominee Lai Ching-te Won the Election 台灣大選觀察:民進黨候選人賴清德當選

    身边的政治 今日是香港区议会一般选举投票的日子,又是一次当看客的选举。 最近两个月出门,大街小巷随处可见各路候选人的宣传物料和助选人员。每次路过摊位,都感觉十分奇特。政治离普通人的距离也是如此的近。再上一次感受到这种气氛要追溯到高中,当时我所在的高中是所在街道选区的区人大代表选举投票站,当时没到年龄,不得投票。但是都算是“目击”民主过程了,而且那一次还是难得的差额选举。可能好多人都还不知道,区/县一级人大代表是由我们普通公民直接选举产生的吧。 讲回香港这次的区议会选举,可以看得出政府花了很多心思,铺天盖地的文宣和各级问责官员下场宣传。前几日去宋皇台,一出地铁站就是乌泱乌泱的人员派发投票单张,亲切“劝”一句请出来投票啊,我怀疑是公务员团体落区宣传选举。可惜我不是选民,是看客。 各路候选人们以及所属政党也都各自努力拼选情。近两三个星期经常遇见在街口和地铁口发候选人传单,有可能被拒绝太多次,我收过传单都会激动说声谢谢。这些宣传单张的设计都几有意思,除了可以看见过往政绩和本次选举政纲,都可以一窥候选人的性格。政纲都各有侧重,除了区域民生问题,都有关注女性与少数群体的权益,或者是倡导体育锻炼等的有趣政见。 这次选举都是“揽炒派”(泛民)退出香港政坛之后的首次区议会选举,香港的政治会少些不必要的杂音,有利于香港社会将重点放回经济建设。稳定的香港社会是保障一国,更是保护两制的最好策略。让中央政府少担心特区事务,就是保障高度自治的最好方法。 政治,多么好玩,又近又远,模糊又具体,妥协和坚持共存。这就是为什么我学习和研究政治的原因。​​图片来源:香港特区政府、大公文汇报、香港选委会、工联会。 Politics is around us Today marks the day of the District Council Ordinary Election in Hong Kong, another election where I find myself an observer, not a participant.   • 所见所思|治大学如烹小鲜

    治大学如烹小鲜,需谨慎和充分尊重 2023年12月7日 (图片:@inmediahk) 本周三,中文大学教务会以“全票”通过了中文大学政治与行政学系(政政系)、全球研究课程以及数据科学与政策研究课程的合并方案,并将合并后的名称定为“政务与政策科学学院”(政政学院)。这一合并案自两三年前开始酝酿,一直引发三系(课程)学生和媒体的高度关注。期间涉及的咨询和说明一直饱受部分学生诟病,他们认为大学以及任务组并没有充分听取师生意见就仓促“上车”。 周三,餐后到浸会大学散步,我发现墙上亦贴有学生反对文学院与社会科学院合并方案的意见,几乎占满了整块墙,颇为引人深思。 这类重大改革,初衷无疑是好的,比如重整资源、共享资源、发挥协同效应、以及应对当前跨学科的潮流。作为一个学生,想到这些好处,往往第一反应应该是理解和支持。但是,由于涉及众多持份者,这类改革所需要的耐心显得尤为重要。 据学院筹备的任务组所述,学校和学院已经花了两到三年时间咨询不同利益相关者,例如在读学生、教职员、校友等。反馈大多为正面,认为此举可以使三个系(课程)发挥协同效应,增强学科实力和国际影响力,同时共享学额(涉及拨款)和课程资源,好处众多。然而,在今年11月的全体会议上,三个系(课程)的本科生似乎表达了不同的意见:在场的许多人不赞成合并方案。 (图片:@inmediahk) 政政系(GPA)的学生认为合并后,政政系这个存在五十几年的品牌将不复存在,严重影响学生对政政系的归属感及政政系在本港及世界的声誉。他们还担心政政系在本次合并中“失去”更多,缺乏公平性。全球研究(GS)和数据科学与政策研究(DSPS)的学生则认为合并案会削弱两个课程的独特性,并质疑合并带来的好处是否真正符合学生需要。 除了对改变在情感上的不安和抵触情绪,本科生还对财务、管理等方面提出质疑,担心这些变化会削弱各自的管理权限和财务状况。合并案指出课程将会共享,但是本科生认为到目前为止学院没有公布详细的学习计划以及解释,使得学生无法了解细节,认为校方的合并过于仓促,“没准备好”。同时,新学院的命名也是学生们非常关注的问题。合并后的学院被命名为“政务与政策科学学院”(School of Governance and Policy Science),学生认为这一命名的“去政治化”过于严重,特别是原本的政政系学生反对声最大。 对于硕士和博士生而言,合并后的治理结构如何,资源能否真正共享(例如是否有更多导师选择),以及是否增加助教(TA)和研究助理(RA)的工作量,这才是关键所在。 (图片:明报) 副院长兼任务组负责人在回应关于新学院治理架构问题时表示,新学院将设置一位School Director来协调三个系(课程),但保留各自的行政结构和财务独立。然而,若要保留行政上的独立,人员管理如何实现共享?硕博生导师的选择是否依旧限于政政系内?如果财务独立,那么各课程所聘用的教授是否可以指导其他课程的硕博学生?如果可以,那么独立是否必要? 在回答另一位博士生关于新学院合并对研究型硕博学生可能产生的影响时,副院长的回答模棱两可,称将会“增加更多机会”。 关于今日通过的学院中文名称(政务与政策科学学院),我感到不解。中文大学政治与行政学系五十多年来一直是本港高教政治学系的佼佼者,为香港、内地以及国际学术界和工业界培养了众多杰出人才。香港大学、城市大学、岭南大学及都会大学等政治系主任都由中大政政系培养或曾雇佣。为何在命名上如此避讳”政治”元素?同时是否考虑到了对政政系具有深厚情感的群体? 我在本科期间有幸出任大学教务会议员和学生事务顾问,亲历了不少学生与学校之间的矛盾。然而,这些矛盾中至少80%都是由于缺乏沟通、理解和信任导致的。管理者需要放弃“家长式思维”,与学生进行沟通、解释,并分享他们的思维过程。学生并非“食古不化”的群体,如果感受到尊重并能充分表达意见后,他们会做出积极回应,双方都可以做出让步。我在任内曾多次向校方建议采取此类措施,并取得了良好效果。我认为,这才是成年人之间应有的处理方式。 治大学如烹小鲜,我们需要的是多一些尊重、多一些沟通、多一些理解,以及多一些退一步海阔天空的胸襟,那么一切将会更加和谐。 最后,借用特蕾莎·梅离任演讲中的一句话来总结:“永远不要忘记,妥协不是一个肮脏的词。生活依赖于妥协。” (Never forget that compromise is not a dirty word.
